Department of International Cooperation and Regional Development Vinnitsa Regional State Administration performs a quarterly monitoring of tariffs for housing and communal services, provided by the basic enterprises of Vinnitsa and Vinnitsa region.
According to the monitoring as of October 1, this year, the increase of the tariffs in the 3rd quarter of 2016 was held on the water supply in the village Yakushyntsi, Vinnitsa region. In this village, the tariffs for communal services are differentiated on the streets of the village and are calculated by each source of water supply (artesian wells). Thus, according to the decision Yakushyntsi village council №189, which took place on 22.07.16, the price of 1 cubic meter of water for people, living on the Halinenko street is 6 UAH (the previous tariff was 4.25 UAH), for other users of this street the tariff is remained unchanged and also amounts 6 USD. Thus, the tariffs for water on Halinenko Street are the same for all groups of consumers. For people, who live in other streets of Yakushyntsi, the tariffs remained unchanged.
The cost of heat supply service rose in the 3rd quarter for the Mohyliv-Podilskyy population. Thus, according to the decision of the National Commission for state regulation in the energy and communal services №1101 from 09.06.2016, from July 2 of this year, the tariff per 1 Gcal of heat energy (if there are the heat meters) is set in the amount of 1124.63 UAH and is higher than the previous tariff in f 2.2 times. The city residents have to pay 34.23 UAN for heating of 1 square meter per month during the heating period.
With regard to Vinnitsa city, as of October 1, 2016, the tariffs for water supply and sanitation for all consumers remained unchanged. The cost of heat supply services for the population, provided by the basic enterprise of the regional centre - Communal Enterprise of Vinnitsa City Council "Vinnytsyamiskteploenerho" during the 3rd quarter of this year, has increased. So, from July 2, 2016, the tariffs for this group of customers increased by 118%, compared with the previous, in accordance with the decision of National Commission for state regulation in the energy and communal services №1101 of 09.06.2016, which was published in "Vinnitsa newspaper" №48 of 17.06.2016. In particular, there was a tariff increase for the population from515.63 UAN for 1 Gcal of heat energy to 1123.71 UAH (including VAT). For subscribers of residential buildings without house and apartment metering devices of heat energy, the tariff is 28.80 UAH per 1 square meter per month for a period of centralized heating (including VAT). Tariffs for hot water for 1 resident per month are set at the amount of 232.25 UAH, including VAT (in condition of subscription of the towel dryer to the hot water systems) and 214.07 UAH, including VAT ( without the towels dryer). The mentioned tariffs are approved without considering the profit.
From 30.06.2016, there was a slight increase in the cost of heat supply service for budgetary and other Vinnitsa consumers, who receive these services from Communal Enterprise of Vinnitsa City Council "Vinnytsyamiskteploenerho" for the bloc tariff scheme. Thus, according to the decision of the National Commission for state regulation in the energy and communal services №1210 of 30.06.2016, the payment per unit consumption of heat energy (Gcal) is set in the amount of 1177.63 UAH (including VAT), exceeding the previous tariff in 5.7%.
Considering that the regional executive authorities have no powers to set tariffs for housing and communal services, the task of the Department of International Cooperation and Regional Development of Regional State Administration is the monitoring of the tariffs for these services, in order to provide the reliable information to the Ministry of Economic Development and Trade of Ukraine and other central executive authorities for a timely response.
